Measurable short-term goals and objectives are often the most significant
means to hold a District accountable for the commitments set forth in a child's
IEP. Such measures, accompanied by specific data collection and reporting
requirements, may be the only means by which a Parent can fully participate in
assessing whether or not progress has actually been made.
